New MainLocation for Force Actors

Especially at testrigs were belt withdrawal forces are measured we need a new MainLocation.
Measurements are performed at pressure cylinders or at pull cylinders.
It is not necessary to distinguish between these kinds of cylinders.

Therefor I propose the new MainLocation FACT for Force Actor measurements.

I agree with the need to add a main location for an actuator, but I would prefer to add a more general main location like "actuator = ACTU or ACTR".
The dimension of the measurement should be defined by the ISO code position 13..14.
Possible channels could be, e.g.:
**ACTU******AC**
**ACTU******FO**
...

So finally I would propose to add the general main location ACTU or ACTR and the possible channel **ACTU********** or **ACTR**********.

From another point of view it is maybe helpful to distinguish between different types of actuators, e.g.
hydraulic actuator = HACT
air pressure actuator = AACT
electromagnetic (e.g. servo motor) = MACT
electric actuator (e.g. piezo element) = EACT

I agree to the more general proposal like "ACTU", but if it realy should be necessary to specify the type of actuator I would prefer to use one of the fine locations for that purpose or by using the fourth character of the main location (e.g. "ACTH" for hydraulic actuator, "ACTP" for air pressure actuator, "ACTM" for electro-magnetic actuator and "ACTE" for electrical actuator.
