RED D - document

This is RED D - NHTSA compatibility. Note that this is identical to version 1.2, which is the most up to date. From version 1.5 (due May/June 2007) the Task Force members have decided to keep the REDs consistently numbered, and those that have not changed will be flagged as such within the document.
