Proposal for new FineLocations 3

For component testrigs we need 3 new FineLocations 3:

BB for the bodyblock
HE for all headforms except the FreeMotionHeadForm (FH)
PF for the flexible legimpactor FLEX_GTR

[Admin]

HH (1.6p3) in addition to BB (1.0), PF (1.5) and HE (1.5)
