Sorting of Codes for RED B 1.6.3+

Dear colleagues,
I realized that the corrent sorting based on the fine location index values leads to some unwanted orders. Like:
So I have changed the sorting indexes in FL1 and FL2 to allow a better sorting for the next RED B:
